TOKYO, JAPAN – August 19, 2025 – JTB Corp. (Shinagawa-ku, Tokyo; Eijiro Yamakita, Representative Director and President & CEO) has published the “JTB Outbound Travel Report 2025: All About Outbound Travel from the Japanese Market (also known as JTB REPORT),” summarizing the current state of the Japanese outbound travel market in 2024. This is the 38th edition of the Report since its inception in 1988. JTB Tourism Research & Consulting Co. (Shinagawa-ku, Tokyo; Yoshito Kazama, Representative Director and President & CEO) analyzed and compiled market structures and trends based on its proprietary surveys, including the “Factual Survey of the Overseas Travel Situation” and the “Opinion Survey of Overseas Travel Preferences,” and statistical data from various related organizations. The Report will be available for purchase on the JTB website starting Tuesday, August 19th.

Key takeaways from this Report:

1. Recovery Exceeds 10 Million Travelers for the First Time in 5 Years, but Lags Behind Other East Asian Countries and Regions

The number of Outbound Travelers in 2024 reached 13,007,000, exceeding 10 million for the first time since 2019. However, this represents a 35.2% decrease compared to 2019, indicating a slow recovery in outbound travel demand. Compared to outbound demand from other East Asian countries excluding China, South Korea and Taiwan have already recovered to pre-pandemic levels at 99% of 2019 figures, highlighting the slower recovery of Japanese Outbound Travelers within East Asia.

2. Women in Their 20s Stand Out, Accounting for 30% of Their Gender and Age Group

The Outbound Travel Rate (number of travelers ÷ population) in 2024 was 10.5%. Among this, the Outbound Travel Rate for women in their 20s was remarkably high at 29.4%, significantly higher than other gender and age groups. While the absolute number of travelers is lower than in 2019, women in their 20s are clearly driving the Japanese outbound travel market. Conversely, the stagnant growth in the number of men aged 30-50, who were also driving the market in 2019, is evident.

3. Younger Generation Less Sensitive to Exchange Rates, Likely to Drive Short-Term Demand Recovery

The 2024 “Opinion Survey of Overseas Travel Preferences” investigated the impact of exchange rates on outbound travel intentions. Many respondents aged 30 and over, both men and women, indicated they would travel “if the yen appreciates,” suggesting that experienced travelers might return if the perceived high cost due to exchange rates diminishes. However, among men under 30, 45% answered “I will travel overseas regardless of the exchange rate” or “I will travel overseas if the trip is desirable, even if the exchange rate is above 150 yen to the dollar.” Among women under 30, the most common response (44%) was “I don’t know a reasonable exchange rate for traveling overseas; I never thought about it,” with an additional 30% stating “I will travel overseas regardless of the exchange rate” or “I would travel even if the exchange rate is in the 150 yen range.” These findings suggest that the younger generation is less sensitive to current exchange rates and is likely to drive the short-term recovery in demand.
