Although the number of Japanese travelers departing the country exceeded 20 million for the first time in 2019, the global spread of COVID-19 caused that figure to drop to just 3.17 million in 2020—an 84.2% decrease from the previous year. In February 2021, JTB Tourism Research & Consulting conducted a survey titled “Survey of Future Overseas Travel Sentiment Among Japanese Amid the Coronavirus Pandemic （conducted in February 2021）” to determine what kind of interest those with overseas travel experience currently have in overseas travel amid the pandemic, and what kind of behavior they are likely to exhibit once travel resumes.
